Why does "Cruella de Vil" sound so happy?

Isn't it WEIRD how "Cruella de Vil" from @Disney's "101 Dalmatians" sounds happy rather than evil?

And it makes sense, right? Roger is so playful that even when he's insulting Cruella de Vil, he has to make jokes and dance and tease.
